Hirsch affidavit filed by FEMA in the McWaters litigation in LA.    The affidavit is a comprehensive description of FEMAs policies in Katrina with attached policy memoranda.  It is extremely useful if you are handling any Katrina victims and is interesting reading if you are handling Wilma or 2004 victims.
