9:15 - 9:30 Registration
9:30 - 10:45 Overview of UC System: the Big Picture
Rick McHugh, National Employment Law Project, will provide an overview of
Florida's UC program in the context of other programs in SE U.S. as well as
nationally. Rick will also discuss how UC fits into federal and state law, with
some basic legal handles that all advocates should know about.
10:45 - 12:00 Developing a UC Practice
Sharon Dietrich, Community Legal Services, Philadelphia has run the Pennsylvania
statewide UC taskforce for 20 years and directs one of the best legal services
UC programs in the country. Sharon will share her insights as to how we can
create an effective statewide advocacy effort around UC issues.
12:00 - 1:15 Lunch (there are several restaurants within walking distance)
1:15 – 2:00 Caselaw and Legislative Developments in Unemployment Compensation
Arthur Rosenberg and Rob Williams, Florida Legal Services, will present an
update of important state judicial developments and discuss pending and possible
future legislation.
2:00 – 3:30 The UC Appeals System
The UC appeals system from the perspective of an appeals referee, the
Unemployment Appeals Commissioner and the District Court of Appeals! We will
have the opportunity to engage in dialogue with Alan Forst, Chairman of the
Unemployment Appeals Commission, 5th DCA Judge Emerson Thompson and a UC Appeals
Referee.
3:30 – 4:00 Working session for legal services advocates on UC issues
Where do we go from here? We will discuss the need for a state-wide strategy to
address UC issues.
