About the Northwest Justice Project
NJP’s mission is to secure justice in a democratic society by working for equal
access to the legal system for low-income persons. NJP
is celebrating its tenth anniversary. It was founded as the result of a
visionary planning process and was initially staffed by three individuals who
had previously worked at Evergreen Legal Services. They formed the organization
during a period of significant uncertainty and federal funding cuts for legal
services using borrowed funds to sustain a skeletal startup staff. The
pioneering and strategic enterprise managed to attract other high quality staff
who shared the vision of an innovative delivery system, despite pay cuts and
uncertain funding. The optimistic and burgeoning program’s mantra was and
remains “change is good.” To learn more about
the program, its Guiding Principles and its work, visit NJP’s website at

MAINE VOLUNTEER LAWYERS PROJECT
Staff Attorney: The Maine Volunteer Lawyers Project is seeking a full-time staff attorney at its offices in Portland, Maine. VLP’s mission is to provide quality legal information, assistance and representation in civil legal matters to low-income people by utilizing the volunteer efforts of the private bar and community members. Founded in 1983, VLP is one of the nation’s premiere statewide pro bono projects, matching low-income clients with volunteer attorneys throughout Maine for full and limited representation, and providing information and advice to thousands of others with the help of trained community volunteers. Between 4,000 and 7,000 low-income individuals receive some form of legal assistance from the VLP every year. The VLP is operated by Pine Tree Legal Assistance for the Maine Bar Foundation and all VLP staff are Pine Tree employees. Detailed information about the VLP and its services is provided at http://www.vlp.org.
The main project site is Portland, where VLP intake operations are located. Staff in the Portland office include the VLP Director, the VLP volunteer coordinator, two paralegals and a secretary, as well as a pool of community volunteers who handle incoming requests for legal service from around the State, and a pool of volunteer “lawyers of the day” who help refer cases to participating attorneys in southern and central Maine. A second VLP site, located in Bangor, is staffed two days/week by a part-time paralegal who oversees pro bono referrals in eastern and northern Maine. The VLP also provides assistance to self-represented clients through evening telephone Helplines staffed by volunteer attorneys and law students which provide coaching and other self-help services to litigants involved in civil proceedings. The Maine Bar Foundation and its VLP Advisory Committee offer support and advice on VLP operations, particularly as they relate to private bar activities.
This newly created staff attorney position will focus on expanding pro bono opportunities for attorneys with the goal of increasing attorney participation and maximizing quality representation. The staff attorney’s duties will include providing coordination, training and support to the over 1,000 members of the private bar who participate as VLP volunteers. The staff attorney will work closely with and be supervised by the VLP Director on development and operation of specialized pro bono projects that recruit and train attorneys to provide limited pro bono representation to low-income clients in a variety of legal areas, as well as support and enhancement of the more traditional referral of cases for full pro bono representation. Additionally, the staff attorney will be the primary contact for volunteer attorneys requiring substantive and logistical support with their cases and will be responsible for enhancing resources available to volunteer attorneys via the VLP website, substantive trainings and other materials. The staff attorney will also serve as a resource on legal issues to VLP paralegals and volunteers staffing VLP’s statewide hotline and will, as needed, provide supervision to non-attorney volunteers and interns. Because of VLP’s unique role in serving multiple parties to a case, the staff attorney will not provide direct representation to individual clients.
Interested applicants must be or become a licensed member of the Maine Bar and should have experience practicing in one or more areas in which the VLP provides legal services (family, consumer, administrative, benefits, property and/or contracts.) They should also have an understanding of and commitment to serving VLP’s low-income client population and a familiarity with the private bar and pro bono services. The ability to organize and handle multiple projects, careful attention to detail, and strong writing and communication skills are essential qualifications. The successful candidate will be a team player able to work collaboratively and creatively in a fast-paced environment with fellow staff members, partner agencies and a large and diverse group of volunteers. Travel within Maine and some weekend and evening hours are anticipated as part of this position.
As with all positions at Pine Tree, the VLP staff attorney salary is based on an existing wage scale that begins at $34,000 and is capped at $64,000 for individuals with 30 years of legal service experience. Placement on the scale reflects previous experience at legal service programs and with other legal employers. Pine Tree provides excellent benefits and generous leave provisions, and participates in a student loan repayment program administered by the Maine Bar Foundation for which the VLP staff attorney would be eligible.
Resumes will be accepted until the position is filled; initial interviews will be scheduled after May 19th. The Search Committee hopes to identify the successful applicant in order for him or her to begin working July 1, but an earlier or later ‘start date’ is negotiable.
Interested applicants should write to: VLP Staff Attorney Search Committee, P.O. Box 547, Portland, ME 04112 and also send a copy of their application materials to Executive Director Nan Heald, Pine Tree Legal Assistance, at the same mailing address. The initial application should include a resume, a list of three references and a writing sample, in addition to a letter addressing the applicant’s particular interest and qualifications for this position. For more information about this position, please contact VLP Director Mary Richardson at (207) 774-4518 x1270 or mrichardson@vlp.org. Posted 5/2/06
